Best Value was introduced to encourage councils to become more customer focused and continuously improve their services. Part of the Best Value process is to produce a detailed performance plan each year, with a summary to be distributed to all households and businesses in a local authority area (this is sent out with council tax)
Service review is the cornerstone of Best Value. The requirement is to conduct reviews using '4Cs', to:
- Challenge - by questioning why, how and by whom services are provided
- Consult - by asking local people and those who use our services about their quality
- Compare - by working with similar service providers to compare performance and good practice
- Compete - to ensure efficient and effective services.

Corporate and Service Planning Framework
The Council is establishing a rolling system of planning, service delivery, performance monitoring, quality assurance, review and performance reporting. This will be undertaken on an annual basis in all of the services delivered by the Authority. Only services which have a total annual budget of less than £20,000 are exempt from this requirement.
The main purpose of this document, which can be downloaded using the link below, is to set out a simple and practical service planning tool kit in straightforward language that meets the requirements of inspection and audit, but more importantly acts as a useful tool to planning and delivering effective modern council services.

Community Strategy 2005-2020
The Local Government Act 2000 sets out a statutory duty for all Authorities to produce a Community Strategy. This strategy sits at the heart of the Authority's corporate and service planning framework and the priorities set out in this strategy will guide the work of the Authority for the next decade and beyond. These priorities gathered from the community are based on extensive primary and secondary consultation with all elements of the community. Information was gained from each Island community, from school children and from a broad range of sources and interest groups.
This plan is different from all other documents and plans as the priorities are not set by the Authority or the government, but by the community of the Isles of Scilly itself acting in partnership. This is our plan for a strong, vibrant and sustainable community which at the same time protects the special nature of the Isles of Scilly and the outstanding natural environment of the Island. The progress of the plan will be monitored by the Local Strategic Partnership, a small group representing the main community and stakeholder interests. The plan will be reviewed and annually and an amendments reported to Full Council.
The success of the delivery of the plan is dependent not only on the Council, but also on the contribution of the key partners identified in the document.
