The Council of the Isles of Scilly is composed of 21 Councillors, 13 elected by St Mary's residents and two each, elected by residents of Bryher, St Martins, St Agnes and Tresco.
Councillors are democratically responsible to their electors, the overriding duty of councillors is to the whole community, but they have a special duty to their constituents, including those who did not vote for them.
The range of responsibilities of the Council of the Isles of Scilly are wide, wider even than other unitary authorities as the Council has all the statutory tasks like, Education, Social Services, Planning, Highways and Housing as well as the Tourist Board, the Airport and being the last local authority to be a water and sewage authority.
Councillors meet regularly to discuss council business, as shown in the Council Calendar the majority of these meetings are open to the public. All Councillors meet together for Full Council on a quarterly basis to decide or confirm the Council's policies and budgets. Annually, in May, Members decide on who will sit on each of the eight Committees and set terms of reference and delegation for each Committee.
