From 1998 Ofsted inspected local education authorities (LEAs), looking at all educational results as well as the management and leadership of these authorities. The Government introduced the Comprehensive Performance Assessment (CPA) which is designed to provide clear and concise information about a council's performance and places them into one of five categories: excellent, good, fair, weak, or poor based on an assessment of the council's proven capacity to improve and its performance in core services (education, social services, housing, environment, libraries and leisure and benefits).
The education scorecard was developed by OFSTED, working with the DfES and LEAs. The scorecard is split into five areas: school improvement, special educational needs, social inclusion, lifelong learning and strategic management. LEAs are classified from 0* - 3 for current performance and capacity to improve.
