Childcare Sufficiency Audit 2011
Like all other Local Authorities in England, the Council of the Isles of Scilly is required by the Childcare Act (2006) to ensure a sufficiency of childcare for working parents, parents studying or training, and for disabled children. The duties in the act require the Council examine supply and demand for childcare in the form of a childcare sufficiency assessment. The assessment is a process designed to ensure there is enough childcare to meet the needs of parents and carers with children aged up to 14 years old (or up to 17 for disabled children and children with additional needs). Sufficient childcare is defined as;
Sufficient to meet the requirements of parents in the [local authoritys] area who require childcare in order to enable them
a) To take up, or remain in work, or
b) To undertake education or training which could reasonably be expected to assist them to obtain work.
To undertake this assessment the Council commissioned Hempsalls Consultancy in June 2010. The Hempsalls full Report and Executive Summary are attached. Also attached is the Childcare Sufficiency Action Plan which sets out its priorities from the gaps identified in the summary.
