The Council of the Isles of Scilly has contingency plans set in place that are implemented in accordance with it's Emergency Procedures Guide.
Co-ordinated responses from all agencies are planned and tested to ensure maximum support is available in case of an incident or emergency, and guidance is offered to Council staff and its responding partners on how the Council of the Isles of Scilly will respond to a major incident. Below is a list of previous 'live' and tabletop exercises held in recent years.
EXERCISE MARCH - 10 MARCH 2002
This exercise was carried out at Porth Minack, where the scenario involved a light aircraft crashing on the beach. This lead to the rupture of hazardous chemical drums being washed ashore creating a toxic plume of fumes falling over the residential area of Old Town. This meant that the area had to be evacuated and a rest centre quickly set up. The

EXERCISE BLACK CAT - 10 OCTOBER 2002
This exercise was carried out at Droppy Nose Point on Bryher. The scenario for this was a small group of people were reported acting suspiciously, three were found to be injured and suspicious packages were found scattered around the shore. The Maritime & Coastguard Agency, Police and the IOS Fire Brigade all participated in this exercise.
EXERCISE ENNOR - 20 SEPTEMBER 2005
This exercise was carried out at Old Town Bay, St Mary's, the scenario involved a light aircraft ditching into Old Town Bay, throwing injured passengers into the water (for this,
qualified divers simulated casualties). Also passers by who stopped to help were stranded, injured on the shore. The D&C Constabulary, St Mary's Airport, Isles Of Scilly Fire Brigade, RNLI, Maritime & Coastguard Agency, Skybus, British International Helicopters, West Country Primary Care Trust, Isles Of Scilly Hospital and Isles Of Scilly Health Centre all participated in this exercise.
EXERCISE BLUE YONDER - 21 SEPTEMBER 2007
This exercise was carried out at Porth Wreck, a small cove on St Marys between Deep Point and Jacky's Point. Exercise Blue Yonder was a multi-agency exercise to assess the efficacy of the public protection and decontamination arrangements for the Isles of Scilly following a HazChem incident following a Merlin helicopter crash. The participating agencies were St. Marys Airport Rescue Fire Fighting Service (RFFS), Isles of Scilly Fire Brigade, Maritime and Coastguard Agency (MCGA), Southwest Ambulance Service Trust (SWAST), Devon and Cornwall Constabulary (DCC), Council of the Isles of Scilly (CIOS), Cornwall and the Isles of Scilly Primary Care Trust (CIOS PCT).
EXERCISE WOODCOCK - 6 MARCH 2010
This exercise was carried out at St Marys Airport. The scenario involved a light aircraft that aborted its landing upon approach to St Marys Airport, resulting in a wreckage but with no fire. There were multiple casualties with a variety of injuries, from a suspected spinal injury to an actual death, and involved persons trapped within the wreckage. The participating agencies in the exercise were Isles of Scilly Council, D&C Constabulary, Isles of Scilly Health Centre, St Marys Local Authority Fire Brigade, St Marys Airport Rescue Fire Fighting Service, and the South West Ambulance Service Trust.
