The Isles of Scilly Local Plan - A 2020 Vision refers to the recommendations of The Cornwall and Isles of Scilly Urban Survey report, which identifies an area on Porthcressa Bank (extending from the Town Hall to the quarry at the foot of Buzza Hill) as offering a significant opportunity for a new regeneration development. In total, this area measures approximately 15,000 square metres (1.5 hectares/3.7acres).

In order to ensure that any redevelopment is co-ordinated in a comprehensive manner that secures significant benefits to the community, environment and economy, reflecting the areas important position adjacent to the sea, consultants Roger, Tym & Partners were appointed in March 2008 to produce a Master Plan to guide the redevelopment process.

Significant opportunities for regeneration include:

  • Improved Community and Visitor facilities
  • Better Public Spaces
  • Environmental and landscape improvements
  • Employment sites and premises.

Community involvement will be a key component to the success of this exciting project. In order to garner local opinion the consultants Roger Tym & Partners held a two day consultation event in early July for residents to share their ideas and vision for this popular area. Outside of this event opinions and information was garnered from throughout the community and local organisations, including:

  • The Scillonian Entertainers
  • The Badminton Club
  • The Theatre Club
  • Children from the Five Island School
  • The Wildlife Trust
  • English Nature
  • AONB
  • Island Tourism
  • English Heritage

The results of this research was put before the community in the format of an exhibition held over two days in November. On display for public comment were the following potential masterplan options:

Option 1 represents only small changes to the area, whilst Option 3B depicts a step change of greater depth. The consultants are quick to point out that neither option should be seen as exclusive, and that elements of each option could be brought forward to define the final masterplan for the Porthcressa area. On display at the exhibition in November was a Master Plan for Porthcressa Opens in a new window drawn up by Roger Tym & Partners in consultation with key stakeholders. This document should be viewed as a work in progress, in order to produce a final document Roger Tym & Partners will study the comments made by the community during the exhibition process and refine their recommendations. A final masterplan should be in place by the end of 2008.
