The Isles of Scilly Core Strategy
The Core Strategy will be a development plan document and form a key component of the Local Development Framework for the Isles of Scilly. Planning Policy Statement 12; Creating Strong Safe and Prosperous Communities through Local Spatial Planning (PPS12), specifies that e very local planning authority should produce a core strategy which includes:
(1) An overall vision which sets out how the area and the places within it should develop;
(2) Strategic objectives for the area focussing on the key issues to be addressed;
(3) A delivery strategy for achieving these objectives. This should set out how much development is intended to happen where, when, and by what means it will be delivered. Locations for strategic development should be indicated on a key diagram; and
(4) Clear arrangements for managing and monitoring the delivery of the strategy.
In accordance with PPS12, the Core Strategy will set out the strategy for the spatial development of the area for at least a 15 year period from the date of its adoption and include a vision, key objectives, quantified targets and details of provision with the allocation of strategic sites for development. The key issue for the Core Strategy will be to strike the right balance between protecting and enhancing the high quality environment, whilst ensuring the islands communities and economy are sustained through, for example, the provision of affordable housing, local employment opportunities and adequate social and physical infrastructure, including the management of its waste.
The Core Strategy will draw on and influence a range of strategies and investment programmes on the islands. The Core Strategy must be sound, justified, effective consistent with national policy as well as deliverable, flexible and able to be monitored.
The Isles of Scilly Core Strategy - Draft Scoping Report for the Sustainability Appraisal
In accordance with Section 19(5) of the Planning & Compulsory Purchase Act 2004, a draft Scoping Report has been prepared as part of the Sustainability Appraisal in relation to the preparation of the Isles of Scilly Core Strategy. The draft Scoping Report presents a framework for the appraisal of the Core Strategy. The draft Scoping Report sets out a review of other plans and programmes that will have a bearing on the preparation of the Core Strategy and a description of the environmental, social and economic baseline of the Isles of Scilly.
The draft Scoping Report is currently subject to public consultation. All comments should be made in writing (or by e-mail to cdryden@scilly.gov.uk) and must be received by the Planning and Development Department no later than 4.30 pm on Friday 5th February 2010. All comments that are returned on time and relevant to the draft Scoping Report will be considered by the Council. Correspondents should clearly specify the matters to which their comments relate and any changes they would like to see made to the document.
