Planning Applications

The Planning Department with its small friendly team deals with all applications for planning permission, listed building consent, conservation area consent, advertisement consent and works to trees. On average there are about 115 applications a year.

The Isles of Scilly Local Plan contains policies that constrain the type and level of development permitted on the islands.

Because of the status of the islands as a Conservation Area, AONB etc. there are several Directions under Article 4 of the Town and Country Planning (General Development Procedure) Order 1995 which have removed the rights to carry out a range of works that could normally be done without requiring planning permission.

All potential applicants/developers are therefore advised to contact the department before carrying out works, or submitting formal applications, in order to ascertain whether permission is required and if it is likely to be granted upon application.

Officers only have delegated powers to process applications for minor householder type developments and Article 4 Directions; the Planning & Development Committee meets every 6 - 8 weeks to determine all other applications.

Because of the need for neighbour notifications and statutory consultations with English Heritage, Countryside Agency, English Nature and others there is a strict timetable to be adhered to. Unless all documentation is received in this office by the relevant closing date, including correct forms and fees (as prescribed by Government), site plan, existing and proposed drawings etc. an application will not be registered and will not be considered at the next meeting.

As a rule the Chief Planning Officer deals with applications for planning permission and the Conservation Officer handles those relating to listed buildings and traditional farm buildings. In the first instance, however, please direct any enquiries to the Planning Administrator at the address/number on the right of this page and you will be put in touch with the relevant officer.

In addition, the Council has prepared a series of Best Practice Notes that offers practical guidance on how to make a planning application and the procedures and policies of the department, including a protocol on dealing with minor amendments. Planning Aid Logo

South West Planning Aid provides free, independent and impartial advice on town planning matters to community groups and individuals throughout the South West who cannot afford to pay for a professional advisor.  The service is part of the Royal Town Planning Institute, a charity and the professional body for planning. It has paid staff as well as a strong professional volunteer network.

South West Planning Aid can prepare individuals and communities for their involvement with Local Authorities and the development plan process (e.g. through advice and training). It also provides help and support on planning applications.
