COUNCIL HOUSING ALLOCATIONS POINTS SYSTEM GUIDE

1. Local Connections

1.1 Parents resident on the Islands at birth, lived on the Islands until aged 16 and lived on the Islands for 2.5 out of the previous 3 years = 10 points

1.2 Not born on the islands but lived on the Islands for 20 years or more of the last 25 years = 10 points

2. Homelessness/Unsettled Accommodation

2.2 Accepted by the Council, in priority need, unintentionally = 25 points

2.3 History of previous unsettled accommodation ie. more than 3 addresses in the last two years = 20 points

3. Current Accommodation

3.1 Sharing with parents

  1. Applicant under 25 = 10 points
  2. Applicant over 25 = 20 points
  3. Applicant over 30 = 25 points
  4. Applicant over 35 = 30 points

3.2 Sharing with relatives or friends

  1. Applicant under 25 = 10 points
  2. Applicant over 25 = 20 points

3.3 Renting from Private Landlord

  1. Sharing facilities with landlord = 15 points
  2. Short term let (winter/summer/weekly) = 15 points
  3. Assuredshorthold tenancy = 10 point

3.4 Tied accommodation provided with your job = 10 points

3.5 Temporary accommodation provided by the Council = 15 points

3.6 No accommodation = 25 points

4. Accommodation Facilities

4.1 For each amenity lacking = 20 points

4.2 For each shared amenity = 10 points

To a maximum of 40 points

(Not applicable to single persons living with parents)

Amenity examples:indoor WC, bathroom, Kitchen (defined as an area for cooking, washing,preparing and storing food);hot and cold running water.

5. Condition of Property

5.1 5 points will be awarded for each failure to meet a satisfactory standard (eg leaking roof, dampness, lack of drainage, dangerous electrical wiring) to a maximum of 30 points, as assessed by the Environmental Health Officer.

6. Overcrowding

6.1 10 points will be awarding for statutory overcrowding.

6.2 5 points will be awarded for each room short of the Council's ideal standard for accommodation.

  • Bedsits - single person
  • 1 Bed properties - single person or couple
  • 2 Bed properties - single person or couple with 1 child or with 2 children of same sex of any age, or 2 children of different sexes where both are under 10 years old.
  • 3 Bed properties - single person or couple with 3 children, or with 2 children of diffgerent sexes where 1 is over 10 years.
  • 4 Bed properties - single person or couple with more then 3 children.

7. Families

7.1 For a family that has been separated due to lack of suitable accommodation = 25 points

7.2 For any family with children in acommodation unsuitable for children = 20 points

7.3 For expectant mothers in unsuitable accommodation = 10 points

8. Medical Priority

8.1 For high priority (ie current accommodation is causing a deterioration in theit medical conition) = 25 points

8.2 For medium priority (ie current accommodation is causing substantial difficulty in their medical condition) = 20 points

8.3 For low medical priority (ie current accommodation is causing some difficulty with their medical condition) = 15 points

Letter from GP required before points in this section can be awarded.

9. Social and Discretionary

9.1 Persons over 60 unable to manage in their own home = 10 points

9.2 A Social Services referral based on welfare/social need = 10 points

10. Social and Economic

10.1 Persons in receipt of Job Seekers Allowance, Income Support, Disability Living Allowance, Disability Working Allowance or Working Families Tax Credit. = 10 points

10.2 Persons with a low income to be assessed by the Housing Benefit Officer on the basis of income of less than three times the minimum rent based on the indicative rent levels.

11. Time on the Housing Register

11.1 1 point for each year to a maximum of 20 points

12. Means Test

12.1 Before any house is allocated the person will be means tested in respect of financial need for social housing. If in an allocation situation two people have exactly the same points, priority will be given to the person who has been on the waiting list longest.

13. Transfer Policy

13.1 Additional 10 points for each bedroom short in overcrowded situations and 10 points for each bedroom in excess in under occupation.

13.2 Will also qualify for points on medical, welfare, social economic grounds and time on waiting list as per the Housing Register.
