At present, the purchasing arrangements for contracts over £33,000 are devolved to the service areas and co-ordinated through the procurement team. All contracts must comply with UK law, EU rules and the Council's Standing Orders and Financial Regulations that govern the contracting activities and the processes for obtaining quotation, tenders and awarding contracts.
The purchasing decisions take into account the economic, environmental, social impact and equality and diversity. We follow procedures that are ethical, accountable and compliant with procedural, legal and international obligations. The Council seek best value for money and recognise that the lowest price is not necessarily the best solution. The purchasing decision will consider value for money, based on whole life costs, and quality of goods and services that may assist in supporting the local economy.
The Council generally advertise any tendering advertisements, although this list is not exhaustive, using:

- the local newspapers
- the London Gazette - for larger contracts
- the Official Journal of the European Union where cost is over the EU threshold
