Housing and Economic Needs Assessment (HENA): Community participation feedback

The Council of the Isles of Scilly would like to thank residents, businesses and community organisations for taking part in the recent Housing and Economic Needs Assessment surveys. A total of 179 households responded, representing around 1 in 4 islanders, and providing a strong and representative picture of the housing pressures faced across all islands. 27 local businesses also took part in the business survey, alongside a further 25 organisations who contributed through interviews.

A 24% household participation rate, in a community of just over 2,000 people, sits at the upper end of what would typically be expected even in small, close‑knit areas. It is also substantially higher than response levels usually seen in mainland local authority surveys. This input from the community has provided invaluable insight into affordability challenges, the availability of year‑round homes, workforce accommodation needs and the pressures facing local employers.

Cllr Marcus, Lead Member for Planning and Regulatory Services, said: “We are extremely grateful to everyone who took the time to share their experiences. The strength of participation shows how important housing is to our community. Your feedback will directly shape the evidence underpinning our new Local Plan and help us plan for a more secure and sustainable future for islanders.”

The Council is now working with its consultants to finalise the HENA. Once complete, it will be published as part of the evidence base for the new Local Plan, ahead of the formal notification of intention to commence plan‑making later this year.
