Dog control on Scilly: Public Spaces Protection Order Consultation 2026

We’re consulting the public on our intention to reinstate the Public Spaces Protection Order (PSPO) relating to dog control on the Isles of Scilly for a further 3 years. You can read the current PSPO on the dog control pages of our website.

We believe that having a PSPO in place acts as a deterrent to dog fouling and control issues on the islands. The current PSPO, expires on 1 July 2026, so we would like to know if you think any changes should be made to the Order before it is taken to Full Council and recommended for approval by Councillors in June. You can provide your views by completing our online survey.

How to complete the survey

To submit your views as part of the Dog Control PSPO Consultation 2026, please complete the survey at the link below before the deadline at 12 noon on 29 April 2026:

Paper copies of the survey can be requested by emailing environmentalhealth@scilly.gov.uk Hard copy responses must be received at St Mary’s Library in a sealed envelope, addressed as follows, before the deadline in order to be taken into account:

Next steps

Once the findings of the survey have been analysed, officers will amend the PSPO as necessary and submit it to Full Council for approval by Councillors. If Councillors approve the recommendation to reinstate the PSPO, as amended in light of the survey findings, the PSPO will come into effect on 1 July 2026 and expire on 1 July 2029.

Further information 

The current PSPO applies on all of the islands except Tresco and empowers us to issue spot fines to anyone in charge of a dog who, without a valid exemption:

  • fails to remove and suitably dispose of its faeces on land covered by the order
  • permits the dog to enter an exclusion zone in a designated area, including specific beaches between 1 May and 20 September (seasonal ban) and other public places at all times (year-round ban)
  • fails to put and keep a dog on a lead in specified designated areas, including Hugh Town, Holgates Green, Church grounds and specific bird breeding areas
  • fails to put and keep a dog on a lead when directed to do so by an authorised officer
