The annual meeting of Council took place on 30 May 2023 and saw new appointments across committees and roles within the Council of the Isles of Scilly. Cllr Robert Francis was re-elected unanimously as Chairman of Council. Cllr Frances Grottick was re-elected unanimously as Vice-Chairman.

Cllr Robert Francis, Chairman of Council, said: "I would like to thank my fellow Councillors for re-electing me as Chairman of the Council of the Isles of Scilly for a sixth term. It has always been a great honour to serve the community as Chairman of Council and I look forward to continuing my work in this role. Working with my fellow Councillors, I will do my utmost this year to get the large projects which are currently in play over the line, whilst ensuring that the Council provides excellent service to the community on a day-to-day basis. However, as I mentioned at the meeting, I feel it's only fair to give notice now that I will not be standing for re-election next year. I will therefore be working to ensure that my very capable fellow Councillors feel able to put themselves forward for election in May 2024, should they choose to do so. I'd like to thank each of them, and the wider community, for the continued support shown to me in this role."
Cllr Frances Grottick, Vice-Chairman of Council, said: "I'd also like to thank my fellow Councillors for re-electing me as Vice-Chairman of Council and enabling me to continue my work as Lead Member for Finance, Governance, Risk and Performance for a further year. The Chairman and I remain committed to listening to the whole community and meeting the needs of our electorate, and we are grateful to everyone who supports us in this effort. Once again, the Council has a lot of work to do over the year, but I am confident we are up to the challenge."
