All Isles of Scilly families, carers, and those who work with children and young people, are invited to join members of our education team to discuss the development of our ‘Graduated Approach’ to supporting Isles of Scilly children and young people with Special Educational Needs and Disabilities (SEND).

The details of our ‘Graduated Approach’ drop-in event are as follows:

Date: 28 April 2026
Time: Drop in anytime between 09.00 and 17.45
Venue: Carn Gwaval Wellbeing Centre, St Mary’s

What is a ‘Graduated Approach’ to SEND?

A ‘Graduated Approach’ is described by government as “a continuous four-stage cycle (Assess, Plan, Do, Review) used in education to provide support to children as their strengths and needs develop and change.”

Our Graduated Approach will outline the provision and support that the Council of the Isles of Scilly expects to be in place, in all educational settings which support our children and young people with SEND. It therefore forms an important part of our Local Offer for SEND.

It will also provide detailed guidance on how educational settings can identify children and young people with different types and levels of need, along with information on appropriate ways to support them.

Levels of need range from ‘emerging needs’ to ‘specialist,’ and types of need include:

  • Difficulties with speech or other types of communication
  • Difficulty understanding or learning new things
  • Mental health difficulties
  • Physical difficulties
  • Sensory difficulties – hearing or visually impaired
