This document sets out a framework for the support and provision the Council of the Isles of Scilly expects to be made available for all children and young people, including those with special educational needs and / or disabilities, in early years settings, school and colleges. It was developed in partnership with Five Islands Academy and Cherry Blossom Nursery and incorporates feedback from the Parent Carer Forum and individual families.
Background information
The SEND code of Practice (2015) sets out a ‘Graduated Approach’ model to removing barriers and supporting pupils’ learning with special provision. It is characterised by a continuous four-stage cycle (Assess, Plan, Do, Review).
In April 2026, we hosted a drop-in session to explain and invite feedback on our planned development of a Graduated Approach to Special Educational Needs provision on the islands, in line with government guidance.
