Local Plan Gateway Assessments (2026-2041)
The Council of the Isles of Scilly is preparing a new Local Plan covering the period 2026-2041. The plan is being prepared under the Government's reformed plan-making system, which includes a series of Gateway assessments at key stages of the process.
Gateway assessments are intended to provide assurance that Local Plans are being prepared in accordance with national requirements and are supported by appropriate governance, engagement, evidence and environmental assessment processes.
The Council is committed to maintaining a transparent and accessible plan-making process. This page provides access to Gateway assessment documents and supporting information published as part of the preparation of the Isles of Scilly Local Plan (2026-2041).
Gateway 1: Readiness Assessment
Gateway 1 considers whether the Council has established the foundations necessary to prepare a new Local Plan. This includes:
- project management, governance and resourcing arrangements;
- preparation of a Local Plan timetable;
- community and stakeholder engagement;
- evidence gathering;
- housing needs assessment;
- Strategic Environmental Assessment and Integrated Impact Assessment scoping; and
- identification of key issues and priorities for the Local Plan Review.
