Planning for the Future of the Isles of Scilly to 2041
Gateway 1 Consultation and Engagement (Regulation 20 Scoping Consultation)
The Council is preparing a new Local Plan to guide development on the Isles of Scilly to 2041. The Local Plan will influence future decisions about housing, employment, community facilities, infrastructure, renewable energy, climate resilience and the protection of the islands' unique environment and heritage.
We are inviting residents, businesses, community organisations, landowners, service providers and other interested parties to share their views on the opportunities, challenges and priorities that should shape the future of the Isles of Scilly over the next 15 years. The survey should take around 10 mins.
Before You Complete the Survey
This is optional not essential. Before completing the consultation questionnaire, you may wish to review the background information and evidence that has informed this stage of Local Plan preparation:
- Early Engagement and Evidence Gathering (March-April 2026)
- Housing and Economic Needs Assessment
- Conservation Area Appraisal and Management Plan
- Landscape, Seascape and Recreational Pressure Assessment
- Renewable Energy Capacity Study
- Statement of Community Involvement
These documents, together with the Council's Annual Monitoring Reports and other supporting evidence, help identify the key issues, challenges and opportunities that the new Local Plan will need to address.

The Planning Jargon Bit
The Government requires local planning authorities to follow a number of formal stages when preparing a new Local Plan. This consultation forms part of the Council's Gateway 1 (Regulation 20) stage of plan preparation.
Don't worry if those terms are unfamiliar. The purpose of this consultation is simply to gather views on the issues, challenges and priorities that should help shape the future of the Isles of Scilly.
